“If a Chinese wind developer sees an opportunity in Illinois, we’re going to embrace them with open arms,” Gov. Quinn, a Democrat, said in an interview on Monday.
Xinjiang Goldwind spokesman Yao Yu said half of the parts and components for the Illinois wind farm would be supplied by U.S. manufacturers, such as Broadwind Energy Inc. of Naperville, Ill. The 109.5-megawatt wind farm will be located about 100 miles west of Chicago and is expected to be connected to the grid around June, Mr. Yao said.

China WindPower Group Ltd , the largest non-state-owned wind farm developer in mainland China, said it is unlikely to spin off one of its wind turbines manufacturers units as planned in 2011 because of market volatility, adding that it was not sure when the listing would take place.
“Shareholders and potential investors should note that the proposed spin off, the global offering and the proposed listing, which are subject to a number of issues, may or may not proceed,” the company said in a statement on Friday.
China WindPower, which designs, constructs and operates windmill power plants, had announced in June that it was planning to spin off its tower wind generator manufacturing business, allowing it to expand into solar-energy equipment manufacturing.

According to the World Wind Energy Association’s (WWEA) half-year report, 18.4 GW of new wind turbine installations occurred during the first half of 2011, with 43.9GW expected by the end of this year.
China, USA, Germany, Spain and India combined account for 74% of global wind turbines manufacturers capacity; with China having an overall installed capacity of around 52 GW by the end of June this year. China added 8 GW in the first 6 months of 2011, a record according to WWEA.
The US market has had a particularly strong year so far, adding 2.252 gigawatts of wind power capacity between January and June, 90% more than the same period last year.
Canada added 603 MW during the first half of 2011, with the province of Ontario the leading region due to favourable government policies.
The number of countries now using wind power has grown from 83 to 86, with Venezuela, Honduras, and Ethiopia the latest nations to be harvesting wind energy.
By the end of June, global wind capacity had reached 215 GW, representing growth of 22.9%. WWEA estimates total installed wind capacity by the end of 2011 is to reach 240.5GW, enough to provide for almost 3 % of the electricity demand all over the world.
“Although the deployment of the wind power generators worldwide is again speeding up, we still see relatively moderate growth rates, compared with previous years,” said Stefan Gsänger, WWEA Secretary General. “On the one hand, it is very encouraging that new countries are coming up. On the other hand, we need more support on the national as well as on the international level.”

China’s five biggest power generators lost a total of 140 million yuan ($21.64 million) in their wind power businesses in July, according to statistics from The China Electricity Council (CEC), 21st Century Business Herald reported Thursday.
This is the first time a loss has been reported this year. The profit figure was 820 million yuan down from June, the report said.
However, of the five power companies, China Guodian Corp, China wind turbines Huadian Corp and China Power Investment Corp denied a loss in their wind power business in July. China Huaneng Group and China Datang Corp did not disclose their figures.
“Wind is weak in July, August and September, so the profits will drop. This is decided by the seasonal characteristics of the wind power industry,” Li Shusheng, chairman of CECIC Wind Power Investment Co, told the newspaper.
Wind resource varies in different home wind generator seasons. July is the start of the trough season of wind resource, the report said.
